Matthew J Warren, Sidley Austin LLP

Matthew J. Warren is a partner in Sidley’s Transportation practice. He focuses his practice on helping some of the largest freight and passenger railroads in the United States resolve commercial and regulatory disputes and comply with their regulatory obligations.

Surface Transportation Board Litigation: Matt regularly represents freight railroads in litigation before the Surface Transportation Board (STB), including rate reasonableness proceedings, unreasonable practice complaints, abandonments, and petitions for declaratory orders.

Rail Transactions: Matt advises parties in rail acquisitions and rail line sale transactions and represents parties in STB proceedings to approve transactions. After transactions are approved, Matt also advises parties on compliance with regulatory conditions placed on those approvals.

Trial and Appellate Litigation: Matt represents railroads in federal district and appellate courts in commercial litigation and litigation involving federal preemption of state and local law. He also represents railroads in petitions to review agency decisions before federal courts of appeal.

Rulemakings: Matt regularly represents railroads in rulemakings and public hearings before federal agencies, including the STB, the Federal Railroad Administration, and the Department of Transportation.

Regulatory Advice: Matt regularly advises railroads on regulatory compliance issues and also advises clients who have acquired rights to property formerly used for rail purposes about regulatory obligations and STB abandonment procedures.

Matt attended Georgetown University Law Center (J.D., 2002, cum laude) and the University of Florida (B.A., 1999, with highest honors).
